Absent but in Control: The Biya Style of Leadership

Paul Biya has led Cameroon since 1982 a time before the majority of the current population was even born. His grip on power has endured through elections frequently criticized by opposition groups and international bodies for lacking transparency and fairness. Yet, what’s arguably more striking than the length of his rule is how often he governs from afar.

Over the years, Biya has become known for spending long stretches outside of Cameroon, especially in Switzerland, where he reportedly stays in upscale residences or luxury hotels. Between 2006 and 2018 alone, it’s estimated that he spent over four years abroad, mostly in Geneva. These weren’t mere holiday getaways they’ve formed a consistent pattern in his leadership style. Cameroonians even refer to him as the “absent president.”

While he’s away, ministers manage daily operations, but key decisions typically await his input. Many critics believe this style of distant governance has led to a slowdown in reforms, increased corruption, and growing disillusionment among citizens. His extended absences have also prompted protests, particularly from Cameroonian communities overseas who have staged demonstrations to challenge his presence in foreign cities.

Despite growing discontent, Biya has continued to secure election victories often with questionable margins. His ruling party, the Cameroon People’s Democratic Movement (CPDM), holds a tight grip on the political system, while dissenting voices frequently face repression.

Some analysts argue that Biya’s frequent travel isn’t just leisurely it may be a deliberate strategy. By staying removed from day-to-day political squabbles, he allows power brokers at home to compete for influence, thus preserving his authority without direct involvement in local tensions.

In short, the claim that Biya spends more time abroad than in Cameroon isn’t far from reality. It underscores a broader concern: how political power can become so distant from everyday people, yet remain firmly intact.
